BNSF operating teams remain focused on executing an aggressive recovery plan to improve service performance. This week, we activated a 24-hour command center staffed with senior managers as well as a dedicated project team to better coordinate decision-making across the system. With greater engagement and continuous visibility into network conditions, particularly during the overnight hours, we have additional leadership in place to ensure that our recovery efforts are successful.

While we have generated improvement in locomotive availability during the past several days, active car inventory on the network remains significantly above current volume levels. Reducing this elevated number of railcars online remains an impactful action in the short-term to generating faster velocity and greater network fluidity. As we work to temporarily reduce the number of railcars on our network, we will continue to engage with customers on solutions that are the least disruptive to business operations.

We are also monitoring another powerful storm that is set to move through the Northern Plains this weekend. Blizzard warnings are in effect tomorrow through Sunday across portions of northeastern Wyoming, eastern Montana and western North Dakota. The frequent and extreme winter weather this month has resulted in some additional challenges for our operating teams in the region. The city of Minot, N.D. has received 46 inches of snow so far this month, 13 times the monthly average. With the implementation of our Winter Action Plans, we are prepared to operate through these difficult conditions, conduct snow removal operations, and to quickly deploy resources to address any disruptions.
